on wednesday night. the question for paul ryan is can he protect in a way mitt romney's achievement and can he consolidate it and after the romney debate after the ryan debate in a sense can it confirm what romney did. i think it is a very important moment. vice president biden will try very hard to retrospecktively discredit mitt romney's victory. he will say maybe obama was off his game a little. he won't say that but implication. all lies, deception, flip flopping, big mirage that you saw for 90 minutes. biden is going to come incredibly hard at romney. ryan has to defend romney and in effect consolidate romney's gains. like coming in in the second leg of a relay race. your team is ahead and you got to hold the lead and got to, of course, attack the obama biden record but above all sort of consolidate what romney did in the first debate and not let biden undercut it. >> geraldo: so you think that joe biden has to do something the president did not. he has to take it to his opponent? >> he is totally going to do that. not to ryan but to romney. if i were biden i would take all 45 minutes of

the rejuvenated romney walloped them. >> what was your assessment of paul ryan overall? we're going to get to specific sound but in terms of paul ryan and his debate skills last night, what -- how do you grade limb? >> i think what people are looking for when they are going to watch a debate like this, especially a young -- relatively young untested vp candidate like paul ryan, new to the national scene does had he cross the threshold and appear presidential enough. i think he met that test. didn't embarrass himself in any way, didn't have a major gaffe. i don't think you would have come away if you were an independent or undecided thinking this guy is unready in some large respect to be president of the united states. i think he did what he had to do. i think joe biden did what he had to do. he went out and, you know, delivered the obama message in the way that i'm sure team obama wished that president had the week earlier. and i think you're right, he gave a little bit of a road map about what the president is going to do when he comes out next week. >> that was definitely a front-loaded
to mitt romney's and paul ryan's budget plan, it would cost $2,000 to pay for tax breaks for millionaires and billionaires, it turns medicare into a voucher system. that's one thing that mitt romney was honest about. he said that we should cut medicare benefits. embrace that and proposed it. and then to add insult to injury said, yeah, we won't be able to have medicare to continue to be a guarantee, we will have to shred that safety net to preserve it. barack obama's plan has proven we can add years of solvency, 8 years by making sure we reduce wasteful subsidies to medicare insurance companies and add years of solvency. we need to work together to continue to move forward, not have republicans rooting for failure and really transparently being disappointed that we have made progress. we have a ways to go, but we need to continue to move forward and fight for the middle class, not for the people who are doing really, really well and make sure they can do even better. >> shannon: you brought up obamacare. and medicare, but that's a plan, which outside independent bodies and fact-checking o
been told by romney and ryan. i want to play what congressman ryan said at the rnc, a line that drew a lot of attention when he talked about a gm plant that he blamed the president for closing. let me play that moment from the rnc. >> when he talked about change, many people liked the sound of it, especially in janesville where we were about to lose a major factory. right there at that plant candidate obama said, i believe that if our government is there to support you, this plant will be here for another 100 years. that's what he said in 2008. well, as it turned out, that plant didn't last another year. >> mark, there are even conservatives who refer to that speech as being one of the most dishonest that they had seen. chris is talking about bringing the fight. how do you keep from going back and forth? will the moderator have to be the quote, unquote, fact checker in this? >> sometimes the best moderators stay away. i think it's incumbent on vice president biden. we saw president obama try to correct the record the next day after last week's debate, but that wasn't as effective. >>
is the two talking about the romney/ryan tax plan. >> you can cut tax rates by 20% and still preserve the preferences for taxpayers -- >> not mathematically possible. >> it is. it's been done before. >> it has never been done before. >> it's been done a couple of times actually. >> it has never been done before. >> >> now you're jack kennedy. >> what did you think of that exchange? >> i thought it was a good exchange, a sharp exchange. i think biden was, thought of that jack kennedy line and probably was thinking about it before he delivered it. it didn't really get to the meat of the question, though. the meat of the question is how do you pay for it? not that you say you're going to pay for it. and that's something that the romney/ryan ticket has had a hard time dealing with and the obama campaign has been zeroing in on. president obama didn't do a good job of zeroing in on that last week. that's something you'll hear the democrats keep hammering. there were other moments in the debate, touching moments at the end where both sides had a talk about abortion. they were both catholic.
concerned about, and don't forget, paul ryan was the first test of mitt romney. mitt romney chose him to be his running mate. and so it was very important to mitt romney himself that paul ryan be a credible contender sitting next to joe biden, who is a very experienced politician, and also has been vice president. >> gloria, you've been doing this a while. was that the most incredible vice presidential debate you've seen? >> it was. i must say the anticipation was more for sarah palin for me because we were sort of interested to see, again, joe biden, how he would deal with sarah palin, and whether she could actually stand toe to toe with him. the bar was very low for sarah palin and she surpassed what people expected. this was so interesting, of course, because joe biden essentially had to save the democratic party or so it seemed. and the president had to watch him very closely and probably pretty beholden today, but you have the town hall coming up that candy is going to moderate. >> let me tell everyone about it. gloria borger, thank you. coming out of here this vp debate and head
